TERM: 2023-2027


Joshua is a Vice President at Campbell Scientific. He holds master’s degrees in biometeorology and business from Utah State University, where he focused his graduate studies on modeling greenhouse gas exchange over agricultural settings.

He spent his early professional career advising agricultural and climate-change researchers as a measurement consultant.

He is a member of the American Meteorological Society and served on the society’s metadata committee. Joshua advises several measurement-related companies as a director, including some of Campbell Scientific’s overseas subsidiary companies.

He finds it most fulfilling when he can collaborate to advance science and technology for the benefit of humankind.


TERM: 2022-2026

Mr. Ashish Raval was elected Vice-Chair of HMEI in July 2022. He has been taking the position of Acting Chair after the resignation of Jim Anderson as Chair as from November 1st 2022 to March 15 2023.

Mr. Ashish Raval is the President & CEO of Synoptic Data PBC. He is focused on the international and domestic expansion of the company.

He is a Global Executive, Strategic Planner and result driven individual who delivers transformative business results by executing complex strategies into actionable plans which lead to expected outcomes. Extensive international business experience in Europe, Asia-Pacific, Latin/South America & MENA Regions (90+ countries ) led to dealing with multi-cultural dimensions, understanding of subtle cultural differences that allow him to lead with empathy, build trust and key strategic relationships with clients, channel partners and employees globally.

Councilor responsible for Budget & Opex Oversight

TERM: 2021-2025

Tom is General Manager of the Weather Systems division at DTN and is based in Madrid, Spain.

He joined DTN in 2010 and has transitioned through various roles in finance, operations & strategy, with a deep experience across the HydroMet value chain, from deploying surface observation systems and weather and environmental data management for government to SaaS solutions for diverse industries.

Results focused and highly driven, the experience of working in various countries and industries has given Tom a deep understanding of what it takes to succeed when doing business internationally.

In 2021 Tom was elected to the HMEI council for OPEX and budget oversight.



Councilor responsible for Membership & Recruitment

TERM: 2022-2026

Dr. Anton Felder as a member of HMEI Council is responsible for oversight on Membership and Recruitment.

He has been working in the field of hydrology and meteorology for over 35 years and has worked in research as well as in industry. He is currently in a Senior manager role at KISTERS AG and prior to KISTERS, he worked 25+ years as Managing Director and President at OTT HydroMet and he is also Chairman of the Board of Directors at Synoptic Data PBC.

Over the past 35 years he has travelled the globe and made strategic partnerships with many of the member companies that are part of HMEI today. His experiences place him in the ideal position to represent HMEI not only in WMO related activities but represent the industry (Global Weather Enterprise) as a whole with all international funding agencies, Industry and academic/research organizations.


Councilor responsible for HMEI Service Providers

TERM: 2019-2023

Ilse Gayl has worked in the hydrometeorological industry for 35 years. Today she helps AEM realize its potential by working on corporate development, strategic initiatives, and inside and outside collaborations and acquisitions. In addition to her HMEI council position, she serves on the Environmental Information Services Working Group (EISWG) under the Science Advisory Board to NOAA. Previously Ilse was co-founder, chairman and CEO of OneRain, and chairman of High Sierra Electronics, both now AEM brands. Ilse has participated in advancing hydromet monitoring, telemetry, data collection, and decision support solutions, including creating and advocating public-private partnerships to help manage weather and water for good outcomes.

Ilse’s education and certifications include M.S. in Telecommunications, Ph.D. (ABD) in Human Neurobiology, M.A. and B.A. in Experimental Psychology, and Commercial pilot, rotorcraft-helicopter. Ms. Gayl is a USA-Germany dual national.

Committee Projects

TERM: 2022-2026

Rebecca is a Partner and CEO of Wx Risk Global, a weather risk management and derivatives team dedicated to assisting clients in financially mitigating the effects of adverse weather.

Rebecca has years of experience in entrepreneurial partnerships over multiple businesses as well as various board positions within non-profit foundations.  As Principle of Wx Risk Global, Rebecca is responsible for managing the business relationship between the corporate client base, the OTC derivative counterparties, and their various finance related business partners. She plays a key role in the acquisition of new clients and large corporate relations. 

She currently is the chair of the International Committee at the Naples Woman’s Club which enhances the Naples community through philanthropic activities and volunteer service.


Councilor responsible for WMO Commissions Collaboration 

TERM: 2022-2026

Jay is the Business Development & Sustainability Director at OTT Hydromet, an instrument manufacturing company that provides technical expertise and solutions that seamlessly integrate hardware, software, and services across a range of environmental monitoring applications.

Prior to OTT Hydromet, she was at the World Meteorological Organization, where she spearheaded creation of the Project Management and Implementation Division of which she became the Head. During her tenure at WMO, she worked closely with multilateral and bilateral funding agencies, UN agencies, development banks as well as with WMO functional structures - including all regional, technical and administrative departments. She was also actively involved in many WMO initiatives relevant to HMEI business, in particular the Open Consultative Platform on Public-Private Engagement.


HMEI GA Chairman Emeritus 


Brian Day has been with Campbell Scientific (Canada) Corp. (CSC) since 1981 serving in various capacities until 2010 when he was named President and CEO of the company until 2018.  CSC is a measurement-based systems integrator of scientific, research and environmental monitoring systems.  Brian developed his passion for measurement while attaining his H.BSc. at Laurentian University in Sudbury, Ontario.  He obtained his Professional Meteorologist designation in 2013.

Brian has always seen a need to foster better relations between the Public and Private sectors and served as Co chair of the Private Sector Committee for the Canadian Meteorological and Oceanographic Society (CMOS) from 2003 to 2015.  Brian currently serves as Chair Emeritus having been Chair of the Hydro-Meteorological Equipment Industry (HMEI) from 2011 to 2019.    His focus since joining HMEI is to build a strong working relationship between the World Meteorological Organization (WMO) and the Private Sector. He has acted as a Canadian delegate during Sessions 15 and 16 of the Commission on Instruments and Methods Observation as well at the XVI and XVII World Meteorological Congresses.

Honorary HMEI Council Advisor 


Bryce Ford is currently retired, living in Florida, USA. Mr. Ford was an HMEI Council member from 2007–2021, serving as Vice-Chair from 2018–2021.

Mr. Ford was the VP of Atmospheric Programs at SpectraSensors, Inc. from 2010 to 2021, leading the Water Vapor Sensing System (WVSS-II) product line.The WVSS-II sensor is used in Public Private Partnership programs between National Meteorological Services and aviation partners, in contribution to the WMO Aircraft Based Observations Programme (ABOP).

Bryce has 43 years of experience in the Global Weather Enterprise and Aviation industries, serving in various roles with Lockheed Martin and Harris Corp. He began his career as a research engineer at the Boeing Company after graduating from Eastern Illinois University in 1978 with a B.S. in Physics.


Executive Secretary 


As the Executive HMEI Secretary, Dr. Alexander Karpov helps to align the missions of the Association of Hydro-Meteorological Equipment Industry among members and stakeholders.

His extensive career in the fields of hydrology and meteorology with organizations such as the World Meteorological Organization and Roshydromet places him in the ideal position to provide the expertise necessary in making HMEI governance decisions across all sectors and industries.

Dr. Karpov has contributed to a plethora of relevant publications including acting as a writer and editor for the WMO periodicals. Dr. Karpov has a doctorate of Science in Physics and Mathematics from the Moscow Physical Technical Institute.

Executive Administrator 


As the HMEI Administrator, Corine Perreman supports the Executive Secretary in his duties, liaises with the HMEI Chair and with HMEI members, as well as with communications consultants and website developer, to assist with solving HMEI members’ requests.

Corine Perreman has been an airline pilot for many years in several industries, including for airlines, business jets, charter and freight, and has dealt with weather on a day-to day basis around the world.

Corine Perreman has a Master’s degree in Experimental Psychology from the University of Louvain-La-Neuve in Belgium and holds licenses in Aviation, flight Engineering and Safety Officer.
